WRIC— It's been more than a year since 28-year-old Irvo Otieno was killed at Central State Hospital while being detained by seven Henrico County Sheriff's Deputies and three hospital staffers. On Friday, May 3, the Dinwiddie Commonwealth's Attorney filed to drop charges against five of the deputies accused of killing him and on Monday, a judge granted that motion.
